About Bid Proposals

The Bid Proposal document is used by bidders to enter and submit their proposal details.

From the bidder's point of view, the following restrictions apply when working with proposals:

• Proposals are only made available to bidders when they accept their invitation. If an invitation is declined after it has been accepted, the corresponding submitted proposal is also withdrawn and set to Pending.
• Bidders cannot submit their proposal if they have any pending invitation addenda that they have not acknowledged. If an addendum is issued after a bidder has submitted their proposal, the proposal state will be set to Pending so that the bidder can update it.
• Bidders cannot submit their proposal after the bid competition deadline has passed or bidding has been closed.
• Bidders cannot submit their proposal if they have not acknowledged the disclaimer on the Submission page of the proposal.

Bid coordinators are restricted from viewing proposals until the following two criteria are met:

• The bidder has submitted their proposal using Proliance workflow.
• The competition deadline has passed or bidding has been closed.

A Bid Proposal document's information is grouped under the following pages:

• Main: This page contains general information about the proposal, such as its title, description, and responsible parties.  For more information, see "Bid Proposal - Main".
• Submission: The Submission page of the proposal document is divided into two sections where bidders can enter information about the specific items they intend to include and/or exclude in the submitted proposal. The Submission page also includes a legal agreement that must be accepted before the proposal can be submitted. For more details about the information required on the Submission page, see "Bid Proposal - Submission".
• Price Breakdown: Bidders use the Price Breakdown page to enter line item values in a structured grid previously defined by the bid coordinator in the package. For more details about the information required on the Price Breakdown page, see "Bid Proposal - Price Breakdown".
• Properties: Contains the attributes of the document, such as the author of the document, and the date in which the document was created. For more information, see "Document Properties".

Additional proposal information is also available on the following tabs:

• Project: Lists the projects the proposal is linked to. All information on this tab is read only and is synchronized with the Project tab on the parent package. This tab is hidden if no projects exist in the workspace.

• Workflow: Enables you to see where the document is in its lifecycle, who has already performed actions on the document, and who will receive notification when the document changes to a specific state. For more information, see "Workflow tab".
• Activity Log: Records all the activities of the proposal, such as when it was saved, imported, exported, forwarded, or received. For more information, see "Activity Log tab".
• Attachments: Contains a list of other documents related to this proposal. For more information, see "Attachments Tab".
