The Tax Summary page of a quote is used to enter all the committing and non-committing taxes used in the quote.
Note: The values in the Tax Summary page are only used for reference purposes—they are not used in any calculations and they do not affect any of the quote values.
The quote needs to be in edit mode before you can modify the tax values.
