You can delete a cost account as long as it does not contain any allocations. This includes allocations that were allocated to the cost account as well as allocations that were manually created in the cost account.
The rules for deleting a cost account depend on whether the state of the cost account is Active or Inactive. If the cost account is in the Active state and contains allocations, you must reassign the cost account's allocations to another cost account before Proliance allows you to delete the cost account.
If the state of the cost account is Inactive, you can delete it without restriction. This is because you can only deactivate a cost account if it does not contain any allocations.
